Grant Administrator (Post-Award CDBG/HUD Compliance Manager)

Position Summary

We are seeking a knowledgeable Grant Administrator to manage post-award compliance for federally funded community and economic development projects. This role handles all operational, administrative, and reporting activities required after award.


This contractor ensures our clients remain fully compliant with federal and state program requirements.

Key Responsibilities

 Post-Award Administration

  • Prepare Environmental Review Records (ERR) in accordance with HUD/DCA requirements.
  • Initiate and maintain drawdown/disbursement requests.
  • Assist with financial documentation and reporting requirements.
  • Maintain organized grant files for monitoring and audits.
  • Coordinate and document public hearings.
     

Compliance Oversight

  • Assist engineers/architects with procurement documentation, bid packages, advertising, bid opening, and contract execution.
  • Conduct Davis-Bacon compliance including weekly payroll review and employee interviews.
  • Support Uniform Relocation Act (URA) acquisition activities when required.
  • Prepare all closeout documentation and final reports.
  • Provide ongoing updates to clients and project consultants.
     

Client Coordination

  • Attend virtual or in-person city council meetings as needed.
  • Work with municipal staff, engineers, contractors, and state agencies.
  • Track tasks using Peñate Consulting’s internal project management workflows.

Required Qualifications

  • 3+ years managing CDBG or HUD-funded projects.
  • Strong understanding of ERRs, procurement, Davis-Bacon, AFFH, URA, and Fair Housing requirements.
  • Familiarity with 2 CFR 200 compliance frameworks.
  • Excellent documentation, organizational, and communication skills.
  • Experience working with local governments preferred.

Contract Structure

  • 1099 Contractor
  • Paid per project phase or lump-sum contract basis
  • May support multiple municipalities concurrently.
